Boiler Operator & Stationary Engineer

First, don't confuse this with boilermaker — running a boiler and building one are separate trades with separate rules, and a boiler operator license doesn't authorize construction work. Only some states license this at all; plenty leave it entirely to cities. Where licensing exists it's class-based, and the class is what actually matters: each one specifies the size and type of plant you're allowed to run without supervision. Maine's structure shows the shape of it — a fourth-class engineer can take charge of a plant up to 50,000 pounds per hour, a third-class up to 100,000.

Does a stationary engineer license transfer between states?

Occasionally, and Maine's rule is unusually generous. Its statute recognizes stationary steam engineering licenses from any US state, territory, DC, or Canada — provided that jurisdiction's requirements equal Maine's and it recognizes Maine's license in return. Maine also accepts a Canadian marine or US Coast Guard marine engineer's license if you've worked as a boiler engineer three of the last five years. Michigan is the surprise: its boiler program allows reciprocity from any state, municipality, or country that reciprocates back — which is remarkable given that Michigan's other trades have no reciprocity at all. Illinois doesn't license stationary engineers at the state level, though some cities do, and Washington DC states outright that it offers no waiver or reciprocity.

Where it applies: Contractor licensing above 50 HP and over (and boilers in hospitals/hotels/schools/theatres/office buildings) must be under regular attendance by a licensed operator, per Ark. Code Ann. § 20-23-104(c)

What's actually required: Arkansas waives its exam, but whether you qualify depends on how demanding your own state's licence was. Under R(1)(a)(iii) a sister-state boiler operator licence counts as 'Substantially similar' only if that state required an examination together with at least six months of experience. Meet that, hold your licence in good standing with no revocation for bad faith or ethics violations and no current suspension or probation, and Arkansas issues a temporary provisional licence immediately on a complete application, then a full licence — without you retaking the Arkansas exam. You need only prove the six months' experience under R(2)(c)(iii). The contrast confirms what is being waived: R(4) Expressly requires anyone coming from a state that does not license boiler operators to 'pass the examination administered by the division'. So for applicants from an exam-based state, the Arkansas exam is precisely the thing reciprocity removes. There is no residency requirement, and no restriction to a particular class of licence — high or low pressure both qualify. Fee: the ordinary schedule, $25 initial and $17 annual renewal (Ark. Code Ann. § 20-23-404; Rule 010.01-008(M)(3)). No separate reciprocity fee appears in the rule.

Where it applies: Steam or water boiler at 15 psig or greater operating pressure (per statutory licensure trigger for on-site operation of heating systems)

Why, and what applies instead: Connecticut has a reciprocity statute on the books that it has never switched on for this licence. Section 20-333a would let the Department of Consumer Protection issue a licence without an exam to an out-of-state holder, provided that state extends the same no-exam privilege back to Connecticut licensees. But the Department's own Operating Stationary Engineer application page says plainly: 'Connecticut does not have reciprocal agreements with any other jurisdiction.' Every individual applicant sits the Connecticut exams, whatever they hold elsewhere. What you get here is eligibility to take the exam, not a waiver of it. Fee: $90 non-refundable journeyperson application fee, plus separate PSI exam-vendor fees. There is no reduced reciprocity fee, because there is no reciprocity route to take.

Delaware

What applies instead: Georgia licenses the people who install, maintain or service boilers — through a Certificate of Authority and Class I to III certification — but it expressly does not license the people who run them. Rule 120-3-26-.18(5)(a) carves out day-to-day operation: 'Owner/users who perform only the daily operation of the equipment by starting and stopping, blowing down, testing of safety devices or other related equipment operation practices shall be exempt.' So if your work is operating the equipment rather than installing or repairing it, Georgia does not license you and there is no reciprocity question to answer. Note also that the separate Certificate of Competency at Rule 120-3-26-.05 is for boiler inspectors, which is a different occupation again.

DOPL'S own FAQ states verbatim: 'The Idaho Legislature repealed the Boiler and Pressure Vessel Rules effective March 29, 2010. An annual inspection is not required by the State of Idaho.' Reporting confirms the repeal was driven by insufficient program funding. There is consequently no state credential of any kind - individual or equipment - for a boiler operator to hold or reciprocate in Idaho; oversight is left entirely to private insurance carriers.

Where it applies: Boilers generating more than 15 psi steam pressure (power boilers/high-pressure); heating plants regulated separately by capacity (boiler operator grade covers plants up to 20,000 #/HR)

What's actually required: Maine's reciprocity is conditioned on mutuality — it only opens to states that extend the same courtesy back. Under 15109(3)(C) the Board 'Shall determine the eligibility for licensure of any applicant who holds a current stationary steam engineering license issued by the proper authority of any state, territory or possession of the United States, the District of Columbia or Canada that has requirements equal to those of this State and recognizes the license issued by this State without further examination'. So Maine waives its exam only where your jurisdiction both meets Maine'S standards and grants Maine licensees the same no-exam privilege. There is a separate route with no mutuality requirement at all. The Board 'shall certify as eligible for a license any applicant who holds a current Canadian marine or United States Coast Guard marine engineer'S license and who has worked as a boiler engineer or operator 3 of the last 5 years prior to application'. Coast Guard licensees are capped at 'No higher grade than that which they hold' and sit no exam. The burden of proving eligibility is on you. Grades run from 4th Class, up to 50,000 pounds per hour, through 1st Class, with a separate Boiler Operator grade for heating plants up to 20,000 pounds per hour. Fee: application and examination fees are set under 32 M.R.S. 15104-C; a specific reciprocity application fee was not found on an official page.

Maryland

Where it applies: Equipment generating pressure of more than 15 PSI and 30 or more horsepower (or a hot water boiler exceeding 160 psig / 250F)

What's actually required: Maryland's two official sources do not agree, and this is reported rather than resolved. The Board'S public FAQ says flatly: 'At this time, Maryland does not hold a reciprocal agreement for a stationary engineer'S license examination waiver with any other state', which reads as no state qualifying. Yet the Board separately runs a live 'Apply for Reciprocal License' process, under which 'An applicant must have been licensed in the specified state by meeting requirements substantially equivalent to the Maryland requirements' for the grade sought — which implies a working exam-waiving pathway that operates case by case where your home-state credential is judged substantially equivalent. That is distinct from the Board'S separate authority under 6.5-306.1 to authorise a grade exam based on documented work experience. The net effect is that reciprocity is not blocked outright, but the blanket denial and the live application form do not square with each other. Confirm your current status with the Board rather than relying on either page alone. Grades run from 5, covering 30 to 99 horsepower in a non-public building, through 1, covering 500 horsepower and above. Fee: $50 application fee for a Grade 3 original licence per Maryland OneStop; the reciprocal application fee was not separately confirmed.

Its rule says 'Applicants with previous experience in a jurisdiction requiring licensure must show proof of compliance with the licensure requirements of that jurisdiction in order to receive credit for the experience' — which credits your out-of-state experience toward eligibility to sit the Minnesota exam. That is not a waiver, and no waiver provision was found for this licence category. There is a true reciprocity provision in Minnesota law, but it belongs to a different licence entirely. Minn. No reciprocity or exam-waiver provision was found for it, and boiler operator does not appear among the professions covered by the state's Universal License Recognition programme — which matters, because for other trades at this same agency, appearing on that list is exactly what separates a real waiver from mere permission to sit the exam. There is also a second, broader standard for boiler operators generally at 16VAC25-40, administered by a different agency, which individual localities may adopt. Where a locality has adopted it, subsection (G) exempts anyone holding a valid Chapter 3.1 licence. In practice that programme is dormant: the state'S own regulatory history records that 'no locality has ever requested the department to provide and evaluate any such written examinations'.

What applies instead: West Virginia does not license boiler operators individually, and the State Fire Marshal's own FAQ settles which agency to ask: 'All permits and processes pertaining to the boilers, including inspections, are exempt from the State Fire Code and are under the jurisdiction of the West Virginia Division of Labor.' Under 21-3-7 the Commissioner of Labor issues an annual 'Permit to operate a steam boiler' to the person or corporation owning or operating the boiler. That is an equipment and business permit rather than a personal credential, and operating without it is an offence tied to the equipment, not to being an unlicensed individual. The structure of the code confirms it. Chapter 21 contains separate, genuine individual licensing articles for HVAC technicians at 21-16, plumbers at 21-14, elevator mechanics at 21-3C and crane operators at 21-3D, with electricians at 29-3B. Boilers have no equivalent individual-operator article. The legislature wrote personal licences for five neighbouring trades and not for this one.

There is a provision headed 'Reciprocity with other states' at SPS 341.92(2), and it is genuine — but it applies only to historical, antique and show boilers, requiring documentation such as ultrasonic thickness testing and a valid out-of-state certificate of operation. No equivalent clause was found for Wisconsin's ordinary commercial and industrial boiler operator licences. This is worth knowing before you search the rules yourself. Wisconsin is one of three states — with North Dakota'S Hobby Boiler Operator licence and Minnesota's historical boiler licence — whose only boiler reciprocity covers antique equipment.
